Walsh Introduces Balanced Budget Amendment

“It’s time to bring our country out of the red,” says freshman Illinois lawmaker.

Washington, D.C. – As part of his ongoing effort to restore fiscal responsibility in Washington, Congressman Joe Walsh (R-IL) introduced H.J.Res.54, a Balanced Budget Amendment to the United States Constitution that provides a framework for putting our country on a path economic stability. This amendment is the House-companion to the Senate amendment that all 47 Republicans unanimously introduced last week, which would require the President to submit a balanced budget to Congress prior to each fiscal year.

“The federal government cannot continue to burden our children with this crushing deficit,” said Congressman Walsh. “American families have been working through a recession for the past three years by spending less and saving more, yet the federal government continues to spend money it simply does not have. Congress has neglected the real root cause and continues to be part of the problem, not part of the solution.”

“This amendment is the solution. If the average American family has to find a way to balance their checkbook each year and live within their means, there is no reason that the federal government can’t do the same.”

“It was important to me that my first piece of legislation as a United States Congressman serves the American people by easing the burden of the government in their daily lives. A key provision to this amendment is to ensure that the budget is not balanced on the backs of hard working Americans, and thus H.J.Res.54 would require a 2/3 super-majority in both Houses for any tax increase.”

“Most importantly, this amendment shows families and businesses across America that Congress is serious about stabilizing our economy long-term. It’s time to bring our country out of the red.”

The Balanced Budget Amendment resolution features the following key provisions:

  • Presidential requirement to submit a balanced budget and Congressional requirement to pass a balanced budget;
  • Federal spending cap that Congress must limit outlays to no more than 18 percent of GDP, in line with the historical average of revenues over the last 40 years (this year, the federal government is projected to spend close to 25% of GDP);
  • Prohibits the courts from ordering revenue increases.

The Time for Action is Now

As our country faces a fiscal crisis brought on by an unprecedented surge in deficit spending, it is clear that we do not have the luxury of kicking the can down the road and continuing with business as usual in Washington. Over the past two years, President Obama and the Democrats in Congress have tried to convince the American people that we can borrow and spend our way to prosperity. The American people aren’t buying it, and they have made their desire for fiscal restraint loud and clear.

That’s why I am very pleased that today, the Senate Republican Conference will roll out a balanced budget amendment, cosponsored by all 47 Republican senators.

The new, consensus balanced budget amendment is exactly what our country needs. It is the result of hard work on the part of many senators and proof that we can change the way Washington works when we put our minds to it.

The path toward a balanced budget amendment started with two excellent pieces of legislation, one by Senators Mike Lee and Jon Kyl and another by Senators Orrin Hatch and John Cornyn. Over several weeks and many conversations with my colleagues, we discussed ways to merge these two bills into a compromise measure that the entire conference could embrace. We drafted a balanced budget amendment that sets firm restrictions on government spending and insures that future Congresses will not be able to waive these restrictions at their whim. And thanks to the leadership and support of Senator Mitch McConnell, a united Republican conference has thrown its unanimous support behind this measure.

Under our new balanced budget amendment:

  • The budget will have to be balanced every year
  • Federal spending will be limited to 18 percent of GDP
  • Congress can only increase taxes with a two-thirds vote of the U.S. House of Representatives and Senate
  • Congress can only waive the 18 percent spending restriction with a two-thirds vote in the House and Senate, unless we are engaged in a military conflict which requires a three-fifths vote by both chambers
  • Only a declaration of war against a nation state allows Congress to waive the requirement with a simple majority
  • Congress requires a three-fifths vote to increase the debt limit

The time for action is now. As our debt approaches the $14.3 trillion statutory limit, the most irresponsible thing we can do is to increase the debt limit with no spending cuts and not spending reforms.

The balanced budget amendment is the first major step this Congress can take to impose a straitjacket on government spending, restore fiscal responsibility and enable our economy to thrive.

Yesterday, a group of Senators, some of which we've been working with, sent out a Media Advisory saying that they would be holding a press conference, today, Thursday March 17th, to unveil a Balanced Budget Amendment.
 
This morning they delayed the press conference per below (from The Hill):
"A sweeping proposal to add a balanced budget amendment to the Constitution has been delayed in the Senate after GOP leaders decided it should have unanimous Republican support before it moves forward.

The decision has some conservative lawmakers grumbling and asking questions about whether Senate Minority Leader Mitch McConnell (R-KY) is seriously willing to consider the proposal, or is looking to squash it."

We've come this far, it's time to pick up the pace! The BBA Now Coalition Campaign currently has a coalition project underway to reach 200 cosponsors for our sponsored legislation, HJ Res 1, in the U.S. House of Representatives. Now, in addition to that because of the above remarks, we are starting another coalition project to get the entire Senate Republican Caucus to cosponsor a Balanced Budget Amendment.
